STATE_UNSPECIFIED
value: 0 Not set.
CREATING
value: 1 The instance is being created.
ACTIVE
value: 2 The instance is available for use.
DELETING
value: 3 The instance is being deleted.
FAILED
value: 4 The instance is not usable.
UPGRADING
value: 5 The instance is being upgraded.
REPAIRING
value: 6 The instance is being repaired. This should only be used by instances
using the PERSISTENT deployment type.
